Political Favouritism Exposed | Government Orders Ignored | Rules Crushed

KUNZER, JULY 26:
In yet another example of how the system bends for the powerful, a scandal is unfolding at Government Higher Secondary School Hardushoora. A government lecturer who was officially transferred continues to hold his position, draw salary, and bypass rules – all under the shadow of political protection.

On 30 May 2025, five lecturers were transferred under Government Order No. 488-JK Edu of 2025. The school issued a compliance report relieving all five. Four joined their new postings. One did not.

The name in question – Nazir Ahmad Bhat, Lecturer in Botany.
He continues to remain at HSS Hardushoora, drawing salary from the post he was officially removed from. There is no government order retaining him. No formal instruction from the Directorate. Yet, his name remains on the payroll.

This is not just a clerical error. This is a direct violation of the Jammu and Kashmir Civil Service Regulations and the Education Department transfer policy, which clearly state:

Once an official is relieved, they must report to their new posting immediately. Failure to join within seven days is treated as unauthorized absence. More importantly, no employee is allowed to draw salary from a post they have been relieved from.

Despite this, the lecturer continues to be paid at the old posting – illegally.

Locals are outraged. Speaking to Public TV, one resident said,
“This transfer order was a joke from the beginning. Everyone saw it coming. Four were forced out. One was protected. This is not administration. This is political favouritism in broad daylight.”

The case has raised even more eyebrows because the Incharge Principal of HSS Hardushoora – who also holds the charge of ZEO Kunzer and Principal HSS Kunzer – is already under fire for allegedly manipulating attendance records and initiating transfers without proper authority.

When asked, the principal admitted there was no order from DSEK retaining the teacher but claimed a letter was written to the director due to shortage of Botany faculty.

But since when did writing a letter override a government order?
Who gave him the authority to stop a transfer?
And who is processing the salary from the old post without sanction?

The bigger question is louder than ever –
Is the education department run by written rules or by political phone calls?

This is not a story of one teacher. It is a window into a system where orders mean nothing and accountability is nowhere. It is a story of how power protects its own and punishes the rest.

The public demands an inquiry, not another cover-up.
This is not just a violation.
It is a message to every honest employee – rules are optional, but influence is permanent.
