GDA Leased Hut reconstruction Near Ski Shop in Gulmarg Triggers Alarm Over Construction Norms.
Gulmarg, December 5, 2025 A dormitory hut situated just steps from the main ski shop in Gulmarg has sparked widespread concern among residents and regular visitors. The government-owned structure, one of several auctioned by the Gulmarg Development Authority (GDA) earlier this year, is currently undergoing extensive rebuilding work that many believe far exceeds the limited repairs permitted under both the auction terms and the long-standing judicial directions of the High Court of Jammu & Kashmir and Ladakh.
Eyewitnesses report that the original hut has been demolished almost to ground level, with fresh concrete foundations being laid and steel reinforcement bars visible at the site. According to the 2025 auction conditions, successful bidders were allowed only minor repairs and routine maintenance, with no structural additions, no raising of plinth levels, and no changes to the original footprint or height.Residents emphasise that Gulmarg is a notified eco-sensitive zone where the High Court, through a series of orders in public interest litigation (notably PIL No. 01/2012 and connected matters), has prohibited all fresh construction since 2012. Key directions issued by various division benches over the years include a complete ban on raising any new permanent structure, restrictions on transport of heavy construction material into the bowl, mandatory preservation of existing tree cover and natural drainage lines, quarterly reporting by the Chief Executive Officer of GDA on detected violations, and immediate sealing of properties found indulging in unauthorised works, with personal responsibility fixed on the Deputy Commissioner and Senior Superintendent of Police, Baramulla.
Local residents and environmental volunteers contend that the ongoing work at the dormitory hut clearly contravenes these judicial commands. They fear large-scale concrete construction at this altitude will disturb the thin topsoil, block natural water channels, and increase soil erosion on surrounding slopes, issues the High Court has repeatedly highlighted while safeguarding Gulmarg’s fragile meadow ecosystem.
As of December 5, 2025, neither the Gulmarg Development Authority nor the Forest Department has issued any official statement or taken visible action despite repeated complaints accompanied by photographic evidence. This continued silence has deepened public frustration.
Adding to the unease, residents privately allege that some auctioned huts, including the dormitory in question, have been secured by politically influential individuals or their associates who are reportedly exploiting procedural loopholes and connections to carry out major construction under the cover of permissible repairs. No official confirmation of these allegations has emerged so far.
In the absence of response from local authorities, residents and environmental volunteers have directly appealed to Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah, urging immediate intervention to stop all unauthorised works and order an independent, time-bound investigation. They describe the ongoing activity as environmental degradation that threatens irreversible damage to one of India’s most iconic natural landscapes.
As the winter season approaches and the first snow begins to settle over the meadows, the people of Gulmarg await decisive action from the highest levels of the Union Territory administration to uphold the High Court’s protective orders and preserve the pristine character of their beloved resort.
